SUE, the ASCE Standard 38-02, Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data, and the benefits and limitations of available technology
including pipe and cable locators, ground penetrating radar, and 3D underground imaging. Cardno TBE has been a long-time advocate of SUE as a practice that greatly enhances
design and construction by qualifying the levels of accuracy relative to existing utilities. Utilities are known to be one of the most common sources of project design flaws
and construction delays, and a major cause of increased project costs. Subsurface Utility Engineering used during the design phase has been proven to reduce, if not eliminate,
these delays and their associated costs and is becoming the Standard of Care for professional engineers throughout the country. The presentation will detail SUE as a sub-set
of civil engineering, the ASCE defined Quality Levels that are an integral part of the practice, and will demonstrate the effectiveness of SUE in mitigating concerns relative
to costs and delays. Cardno TBE will present recent ground penetrating radar testing conducted for the County of San Luis Obispo, and provide examples of civil design projects
which benefited from the full suite of SUE Quality Levels.
