The community has a burgeoning cultural scene and excellent outdoor recreational opportunities. “The only thing better than visiting Paso Robles is living in Paso Robles.” THE ORGANIZATION: Paso Robles was incorporated in 1889. It is a General Law City with a Council/Manager form of government. The City Manager, Jim App, has been with the City for over 18 years and is known for his creativity and innovation. The City has a total of 186 full time employees and provides a full range of municipal services including, police, fire, community development, engineering, library, airport, parks & recreation, sewer and water. THE DEPARTMENT: With a budget of approximately $16M, Public Works keeps City facilities working to serve the public. From the streets to the airport, parks to the water tanks, buildings to buses, sewers to capital projects; Public Works fixes, upgrades, replaces, refinishes, cleans and otherwise maintains all City owned public property. Public Works staff strive to ready our everyday surroundings. THE POSITION: DEFINITION: This is a contract position working under the general direction of the Water Resources Manager to plan, develop, implement, and manage a comprehensive City-wide water conservation program. This includes the programs and materials necessary to educate and promote the efficient use of the City’s water supply by its residential, commercial, industrial and irrigation customers. TYPICAL DUTIES: • Conduct activities to raise awareness of conservation needs and programs • Conduct and oversee the development and presentation of educational outreach programs • Prepare, organize, and present education programs to local community groups • Identify and prepare grant applications to support water conservation activities • Develop and implement active and effective water conservation measures • Prepare written reports to City Council, regulators and staff • Coordinate and assist with regional water conservation programs by preparing and distributing data and literature and working cooperatively with other local agencies • Author and coordinate efforts to implement conservation/landscape ordinances • Monitor compliance with adopted conservation policies • Interpret, explain and apply local, state and federal regulations related to water conservation • Develop and implement plans such as a comprehensive Water Conservation Plan and Water Shortage Contingency Plan • Collect, analyze and interpret information related to water supply and demand • Prepare and implement future replacement and rebate programs THE IDEAL CANDIDATE: The ideal candidate will be a strategic thinker conversant with environmental issues who thrives in a fast-paced environment. The ideal candidate will be capable of educating and motivating internal staff and the community. The candidate should also possess: • Excellent skills in communication and conflict resolution • Experience in preparation and administration of municipal budgets • Ability to manage, direct, coordinate, and perform complex tasks, often with competing objectives • Ability to work independently • Ability to research and analyze technical, legal, and environmental issues and take or recommend appropriate actions MINIMUM QUALIFICATIONS: Thorough Knowledge of: • Theories, principles, concepts and methodologies of soil and water conservation and the related biological/physical sciences and pertinent engineering practices • Federal and state legislation and regulation related to water conservation and environmental resources protection • Mathematics and statistical principles applicable to the preparation of water conservation studies and reports • Conservation issues, programs, and strategies Ability to: • Effectively communicate both orally and in writing • Plan, organize, schedule, assign, review, and evaluate the work of assigned staff • Use standard office software and equipment including word processing, spreadsheets, e-mail, scheduling, etc. • Organize and maintain accurate records and files EDUCATION AND EXPERIENCE GUIDELINES: Bachelor’s degree in environmental engineering, environmental studies, water resources, natural resource management, conservation or related field. Five (5) years experience within the planning, development, conservation, administration, or management of water resources or infrastructure. Special Requirements: Possess a valid California Driver’s License and have a satisfactory driving record. Possession of an AWWA Water Conservation Practitioner Certificate and ability to speak Spanish are desirable. Additional experience as outlined may be substituted on a year-for-year basis for the educational requirements up to a maximum of two years.
